Vetoes, insufficient votes and competing draft resolutions accentuate divisions within the Council

Since 2000, and especially since 2010, there has been a marked increase in divisive votes in the Security Council,
which reflects the fact that some Council members are now less willing to shield the Council's divisions from
public view. In part, this reflects the polarizing nature of some key items more recently before the Council . . .

Wrap-ups held as public meetings
At the end of its July 2014 presidency, Rwanda convened a wrap-up session in the format of a formal public Council meeting, thus reviving a format for wrap-up sessions which had last been used in March 2005. The following month, when the presidency of the United Kingdom used the same format, it was the first time since 2000 that a permanent member convened a wrap-up session as a public meeting.
