Vetoes, insufficient votes and competing draft resolutions accentuate divisions within the Council

Since 2000, and especially since 2010, there has been a marked increase in divisive votes in the Security Council,
which reflects the fact that some Council members are now less willing to shield the Council's divisions from
public view. In part, this reflects the polarizing nature of some key items more recently before the Council . . .

Seventh summit meeting held by the Council
On 24 September 2014, under the Council presidency of the United States, the Security Council held its seventh summit-level meeting, at which it adopted resolution 2178 (2014) on foreign terrorist fighters. With US President Barack Obama presiding, thirteen Council members participated at the level of Head of State or Government, and two Council members were represented by their Foreign Ministers. As has been the case at all previous Council summits, the meeting was addressed by the Secretary-General. What was groundbreaking was that for the first time at a Council summit, statements were made by non-Council Member States, many at the level of Head of State or Government. Forty-five such statements were heard, in addition to statements by the President of the European Council and a representative of the Holy See (S/PV.7272).
