Chapter 2: PLACE AND FORMAT OF COUNCIL PROCEEDINGS

Section 4: ‘Periodic meetings’, summits

Seventh summit meeting held by the Council

On 24 September 2014, under the Council presidency of the United States, the Security Council held its seventh summit-level meeting, at which it adopted resolution 2178 (2014) on foreign terrorist fighters.  With US President Barack Obama presiding, thirteen Council members participated at the level of Head of State or Government, and two Council members were represented by their Foreign Ministers.  As has been the case at all previous Council summits, the meeting was addressed by the Secretary-General.  What was groundbreaking was that for the first time at a Council summit, statements were made by non-Council Member States, many at the level of Head of State or Government.  Forty-five such statements were heard, in addition to statements by the President of the European Council and a representative of the Holy See (S/PV.7272).  (This update supplements pages 41-43 of the book.)
